AB: This handbook describes the Assessment and Intervention Model for the Bilingual Exceptional Student (AIM for the BESt), an instructional/intervention approach to the education of language minority students. The model aims to improve academic performance through use of shared literature and Graves writing workshops, reduce inappropriate referrals to special education, and reduce bias in assessment, through use of effective instructional practices, school-based problem-solving teams, and informal assessment. The model was implemented in a southwestern United States school district. This handbook provides many details about effective strategies and required resources for replicating the model, and offers clear examples of the instructional strategies used on a day-to-day basis to make classroom teaching effective. Appendices list the steps of the model, shared literature purposes and procedures, typical book titles used in shared literature units in grades K-5, guidelines for implementing Graves writing workshops, and procedures for using student/teacher assistance teams for school-based problem solving. An instructional unit titled "On My Own," which involves reading "Julie of the Wolves" and "My Side of the Mountain," is presented with daily learning activities. (66 references) (JDD)

AB: When parents called for the removal of certain classroom and library materials from the Mexico, Missouri, public schools in 1982, the Mexico Board of Education unanimously refused their request. After separate complaints about the magazine "Humanist," a film of Shirley Jackson's story "The Lottery," as well as her book "The Lottery: Adventures of a Demon Lover," and another book entitled "Julie of the Wolves" were rejected by an established review committee, the school board became the parents' last forum for local appeal. The complaints and subsequently formed parent-watchdog groups in Mexico reflected a national trend. A poll on censorship related issues indicated that (1) challenges to classroom and library materials occurred in more than one in five public schools between 1978 and 1980; (2) challengers had not fully read or viewed the materials cited as objectionable in one third of the cases; (3) more than one half of the challenges resulted in the removal, restriction, or limited availability of materials; and (4) challenges to schools with formal written selection and removal policies - like Mexico - were more likely to be overruled. While possibly stemming the flood of challenges to school districts' control over reading materials, the Supreme Court's 1982 Island Trees, New York, decision giving school boards only limited discretion in removing library books failed to provide guidelines for removal of materials and did not influence procensorship decisions of many lower courts. AB: A child's sense of involvement in story and desire to meaningfully experience literature must be sustained and promoted if the problem of "literacy" is to be resolved. Four activities, designed as a series of stages, can enhance the literary experience of children. The first activity is reading to children - exposing them to the language stimulation of verse, prose, unique literary styles, and artistic reflections, providing them with an enthusiastic model of involvement, and personalizing the literary encounter. The second activity motivates involvement by providing an appropriate environment - presenting an exciting introduction to or reading an intriguing excerpt from a story. The third activity is guiding the literary encounter to alert children to character development, different story events, cause and effect relationships, further analysis, and information processing activities (an example of guided reading is used with the story, "Julie of the Wolves"). Ultimately children should formulate their own guide questions and frameworks for analysis. The fourth activity involves promoting a response to the literary experience by asking intellectual-affective questions which require comparative judgment and clarification. Asking which book was most exciting, pleasurable, thoughtful, or memorable, and what makes a book worth reading can help children make decisions about the quality of their encounters so that valued experiences may be sought again.
